Italy Investor Visa
A two-year residence permit for non-EU nationals who invest in strategic Italian assets
What Is the Italy Investor Visa?
The Investor Visa for Italy is the entry route to Italy's investor residence permit under article 26-bis of Legislative Decree 286/1998 (the Consolidated Immigration Act), introduced by Law 232/2016. It is administered by the Ministry of Enterprises and Made in Italy through an online platform and a dedicated Committee.
Non-EU nationals who commit to one of four qualifying investments can apply for a certificate of no impediment ("nulla osta") and then an investor visa, which converts into a two-year residence permit after arrival in Italy.
No real-estate route, and a suspension for some nationalities
Two points to check before you apply:
- Buying property in Italy does not qualify for the Investor Visa. Only the four investment routes below are eligible.
- The programme is officially suspended for Russian and Belarusian citizens, including dual nationals who hold one of those passports alongside another nationality, under a 2023 Committee order and a 2024 Ministry of Foreign Affairs note implementing European Commission Recommendation C(2022) 2028.
The Four Qualifying Investments
Innovative start-up — EUR 250,000
Invest at least EUR 250,000 in an Italian innovative start-up registered in the special section of the Companies Register.
Italian limited company — EUR 500,000
Invest at least EUR 500,000 in an operating Italian limited company.
Philanthropic donation — EUR 1,000,000
Donate at least EUR 1,000,000 to a philanthropic initiative in a field of public interest, such as culture, education, immigration management, scientific research or the recovery of cultural and natural heritage.
Italian government bonds — EUR 2,000,000
Invest at least EUR 2,000,000 in bonds issued by the Italian government.
Whichever route you choose, the investment or donation must be made within three months of entering Italy and maintained for the entire validity of the residence permit.
Who Can Apply?
To apply for an Investor Visa for Italy, you generally need to:
- Be a national of a country outside the EU and the Schengen area.
- Commit, in the online application, to one of the four qualifying investments or donations, and provide evidence that the funds are legally obtained and available.
- Not fall within the current suspension for Russian or Belarusian nationals, including dual nationals who hold one of those passports.
- Complete the investment or donation within three months of entering Italy on the investor visa, and maintain it for the life of the permit.
Application Process
- Register on the Investor Visa for Italy online platform and choose one of the four investment routes.
- Submit your application for a certificate of no impediment ("nulla osta") with evidence of the funds and their legal origin.
- Receive the Committee's decision and, if positive, the nulla osta, then apply for the investor visa at the competent Italian embassy or consulate.
- Enter Italy and complete the committed investment or donation within three months.
- Obtain your two-year investor residence permit, renewable for further three-year periods while the investment is maintained.
The Committee notifies the outcome of a complete application within 30 days; the nulla osta itself is valid for six months, within which the investor visa must be applied for.
