Singapore Global Investor Programme

Singapore Permanent Residence for established business owners, fund investors and family office principals who will grow their business or investment activity from Singapore

What Is the Global Investor Programme?

Singapore's Global Investor Programme (GIP) grants Permanent Resident (PR) status to established investors who plan to build their businesses and investments from a base in Singapore. Applications are handled by Contact Singapore, the EDB division that guides entrepreneurs and business owners considering a move to Singapore.

The GIP is not a passive investment route: EDB expects applicants to have a substantial business track record and a successful entrepreneurial background, assessed under one of four profiles, before it looks at which investment option they choose.

Not a Passive Investment Route

The GIP is built around your business track record first and your investment option second.

  • You must fit one of EDB's four eligibility profiles below before your chosen investment option is even considered; simply having the funds is not enough.
  • A SGD 20,000 non-refundable application fee is payable before EDB reviews your case, plus a separate SGD 100 non-refundable processing fee per applicant paid later to the Immigration and Checkpoints Authority (ICA).

The Three Investment Options

Option A: New or expanded business — SGD 10,000,000

Demonstrate an investment of at least SGD 10,000,000 in a new business entity or in the expansion of an existing business operation in Singapore, engaged in one of EDB's listed industries, with at least 30% shareholding and a management-team role.

Option B: GIP-select fund — SGD 25,000,000

Invest SGD 25,000,000 in a GIP-select fund that itself invests in Singapore-based companies, from your own personal bank account with a bank registered in Singapore.

Option C: Single Family Office — SGD 200,000,000 AUM

Establish a Singapore-based Single Family Office managing Assets Under Management (AUM) of at least SGD 200,000,000, of which at least SGD 50,000,000 must be transferred into Singapore and deployed in EDB-specified investments.

Family Office Principals may only use Option C; the other three eligibility profiles (Established Business Owners, Next Generation Business Owners, Founders of Fast Growth Companies) may use Option A, B or C. Who Can Apply?

EDB assesses applicants under one of four profiles:

  • Established Business Owners: at least 3 years of entrepreneurial and business track record, currently running a company with annual turnover of at least SGD 200,000,000 in the preceding year and averaging at least SGD 200,000,000 a year over the preceding 3 years, with at least 30% shareholding if privately held.
  • Next Generation Business Owners: your immediate family holds at least 30% shareholding or is the largest shareholder in the qualifying company, which must have annual turnover of at least SGD 500,000,000 in the preceding year and average at least SGD 500,000,000 a year over the preceding 3 years, and you must be part of its management team.
  • Founders of Fast Growth Companies: you are a founder and one of the largest individual shareholders of a non-publicly listed company valued at at least SGD 500,000,000, invested into by reputable venture capital or private equity firms.
  • Family Office Principals: at least 5 years of entrepreneurial, investment or management track record and net investible assets of at least SGD 200,000,000 (financial assets such as bank deposits, capital market products and life-insurance premiums; real estate is excluded).

Who Can Be Included?

As at your application date, the dependants eligible under your GIP application are your spouse and any unmarried children under 21.

  • Spouse and unmarried children under 21 are included as dependants and obtain PR alongside you.
  • Parents and unmarried children over 21 are not eligible as dependants under the GIP; instead they can apply for a Long Term Visit Pass, tied to the validity of your Re-Entry Permit.
  • Male children who obtain PR as your dependants will be liable for National Service in Singapore; a male spouse of a female main applicant may be liable.

Confirmed Fees

EDB's published fees for the GIP application are:

  • A SGD 20,000 application fee, non-refundable regardless of the outcome, paid by bank transfer before EDB processes your application.
  • A separate SGD 100 non-refundable processing fee per applicant, paid directly to the Immigration and Checkpoints Authority (ICA) once you are asked to pay it.

Application Process

  1. Submit your completed GIP application forms, online and in hard copy, to EDB together with the required supporting documents.
  2. Attend an interview with EDB.
  3. If you meet the assessment criteria, the Immigration and Checkpoints Authority (ICA) issues an Approval-in-Principle (AIP) valid for 6 months.
  4. Fulfil the investment condition of your chosen option within 6 months of the AIP letter.
  5. Submit evidence of the investment made and an Investment Undertaking on its terms and conditions; once EDB verifies the documents, ICA issues Final Approval (Option C applicants must also show at least SGD 50,000,000 deployed into the specified investments within 12 months of Final Approval).
  6. Formalise your Permanent Residence within 12 months of the date of Final Approval.
  7. Receive your Re-Entry Permit (REP), valid for 5 years, which you renew by meeting the renewal criteria for your chosen option by the 5th year of your PR.

According to EDB, processing a GIP application generally takes around 12 months, provided your supporting documents are complete and your case clears its due-diligence review (checked on 24 September 2026).

Frequently Asked Questions

The lowest of the three GIP investment options is Option A: at least SGD 10,000,000 in a new or expanding business in Singapore that you help manage. Option B is SGD 25,000,000 in a GIP-select fund. Option C is a Single Family Office with at least SGD 200,000,000 in assets under management, of which at least SGD 50,000,000 must be transferred into and deployed in Singapore. On top of the investment, a SGD 20,000 non-refundable application fee and a SGD 100 non-refundable ICA processing fee per applicant apply.

Your spouse and unmarried children under 21 as at your application date are included as dependants and obtain PR with you. Parents and unmarried children over 21 are not eligible as GIP dependants; they can instead apply for a Long Term Visit Pass tied to your Re-Entry Permit. Male children who obtain PR as dependants will be liable for National Service in Singapore; a male spouse of a female main applicant may be liable.

According to EDB, a GIP application generally takes around 12 months to process once your supporting documents are complete, and your case also undergoes due-diligence review. You then have 6 months after Approval-in-Principle to complete your investment, and a further 12 months after Final Approval to formalise your Permanent Residence.

Not as a fixed number of days a year. Residence is tested when your 5-year Re-Entry Permit comes up for renewal: for a further 5-year permit, EDB requires both your option's economic condition (for example, your Option A company employing at least 30 staff, at least half of them Singapore Citizens and at least 10 of them incremental hires) and that you or all your GIP dependants have resided in Singapore for more than half of the time. Meeting only one of the two can qualify you for a 3-year renewal instead.

By the 5th year of your PR you must have fulfilled your option's investment conditions. If you also meet both its economic condition (for example, maintaining your SGD 25,000,000 Option B fund investment, or your Option C family office employing at least 5 incremental family office professionals, at least 3 of them Singapore Citizens, and keeping SGD 50,000,000 in EDB-specified investments) and the more-than-half-the-time residence condition, your Re-Entry Permit is renewed for 5 years; meeting either one gives a 3-year renewal. Without a valid Re-Entry Permit, you lose PR status once you leave Singapore.

The GIP itself grants Permanent Resident status, not citizenship. EDB's Permanent Residency and Citizenship page states that Singapore PRs aged 21 and above who have held PR for at least 2 years are eligible to apply for Singapore citizenship, and that each application is considered on its merits under prevailing policies, so approval is not automatic.

It depends on your profile. Established Business Owners must already be running a qualifying company with the stated turnover; Next Generation Business Owners must belong to a family that holds at least 30% of, or is the largest shareholder in, such a company and sit on its management team. Founders of Fast Growth Companies must already be a founder of a venture-backed company of the stated valuation. Family Office Principals qualify on track record and net investible assets instead, and then set up their Singapore family office as part of the application.
