Antigua and Barbuda citizenship by investment

Antigua and Barbuda Citizenship by Investment

A Caribbean passport through the National Development Fund, real estate, business investment or the UWI Fund — from USD 230,000

What Is Antigua and Barbuda Citizenship by Investment?

Antigua and Barbuda's Citizenship by Investment Programme (CIP) was established under the Citizenship by Investment Act 2013 and the Citizenship by Investment Regulations 2014, most recently amended by the Antigua and Barbuda Citizenship By Investment (Amendment) Regulations 2024. It is administered by the Citizenship by Investment Unit (CIU).

Eligible main applicants and their dependants obtain Antigua and Barbuda citizenship — and a passport — by making a qualifying contribution, real estate purchase or business investment through a CIU-licensed agent. Applications cannot be submitted directly to the CIU.

A shared Caribbean minimum price

Antigua and Barbuda is one of five OECS member states — together with Dominica, Grenada, St Kitts and Nevis and Saint Lucia — that signed a regional Memorandum of Agreement on citizenship by investment. Since 1 July 2024, the agreed minimum price for any CBI option across these five countries is USD 200,000, and discounting below that price is not permitted.

Source: OECS press release, 22 June 2024. An agreement to establish a separate regional regulator, the Eastern Caribbean Citizenship by Investment Regulatory Authority (ECCIRA), was signed by the Prime Ministers of the five Caribbean CBI states (Antigua and Barbuda, Dominica, Grenada, St Kitts and Nevis and Saint Lucia) between 18 and 23 September 2025; under its terms, it enters into force 30 days after the fifth instrument of ratification is deposited. In Antigua and Barbuda, the enabling Act No. 18 of 2025 comes into force on a date to be appointed by the Minister.

US entry restrictions for Antigua and Barbuda passport holders

A White House proclamation issued on 16 December 2025, "Restricting and Limiting the Entry of Foreign Nationals to Protect the Security of the United States", suspends the entry into the United States of nationals of Antigua and Barbuda as immigrants and as nonimmigrants on B-1, B-2, B-1/B-2, F, M and J visas, effective 12:01 a.m. EST on 1 January 2026. It applies to nationals who were outside the United States and did not hold a valid visa on that date; visas issued before then are not revoked, and US lawful permanent residents and some other categories are exempt. The proclamation states that "Antigua and Barbuda has historically had CBI without residency."

Source: whitehouse.gov, Presidential Actions, 16 December 2025 (effective 1 January 2026). Antigua and Barbuda's Ambassador to the United States stated on 19 December 2025 that visas already issued before 31 December 2025 continue to be honoured and will not be revoked; new applications after that date are subject to arrangements still being finalised with US authorities. On 7 January 2026, the Ambassador clarified that Antigua and Barbuda has also been included in a US Visa Bond Pilot Program: no bond applies to holders of existing visas, and the bond applies only to a narrow category of new visa applicants under limited exceptions, while the existing visa restrictions remain in place; the Government says talks to remove the restrictions are continuing. Trem Global has not independently confirmed how this affects any specific applicant's travel plans — consult an immigration professional.

Four Ways to Qualify

National Development Fund — from USD 230,000

A non-refundable contribution to the National Development Fund: USD 230,000 per application. The same contribution covers a spouse, dependent children and dependent parents over 55, though government and due diligence fees are payable per person.

University of the West Indies Fund — from USD 260,000

A contribution of USD 260,000 for a family of six or more (inclusive of processing fees), financing UWI's Five Islands Campus. One family member receives a one-year, tuition-only scholarship at the University of the West Indies.

Real Estate Investment — from USD 300,000

Purchase an approved property for at least USD 300,000. The property cannot be resold until five years after the purchase, unless you buy another officially approved property in Antigua and Barbuda.

Business Investment — from USD 1,500,000

Invest at least USD 1,500,000 as a sole investor in an approved business, or join at least one other person in a joint investment of at least USD 5,000,000 in total, with each investor contributing at least USD 400,000.

Figures are the CIU's published minimum contributions or purchase prices. The UWI Fund figure already includes processing fees for that route; due diligence and passport fees are payable per family member in addition on every route, and government processing fees also apply on top of the National Development Fund, real estate and business routes.

Who Can Apply?

To qualify as a main applicant, you generally need to:

  • Be at least 18 years old and select one of the four investment options above.
  • Pass the CIU's due diligence checks; applicants with a criminal conviction (for an offence carrying more than six months' imprisonment) without a subsequent free pardon, an active criminal investigation, a security risk finding, or involvement in activity likely to bring Antigua and Barbuda into disrepute do not qualify.
  • Not have been denied a visa to a country with which Antigua and Barbuda has visa-free travel, unless you have since obtained a visa from that country.
  • If you were born in Afghanistan, Iran, North Korea, Somalia, Yemen or Sudan (the CIU's Restricted Countries List), you may still apply if you migrated from that country before adulthood and/or have maintained permanent residence elsewhere for at least ten years, provided you maintain no economic ties to any restricted country and meet the programme's full due diligence requirements.

Who Can Be Included as a Dependant?

A main applicant may include the following family members in the same application:

  • Their spouse.
  • A child (biological or legally adopted) of the main applicant or their spouse who is 0 to 30 years of age and financially dependent on the main applicant.
  • A child 18 years or older who is physically or mentally challenged, living with and fully supported by the main applicant.
  • A parent or grandparent of the main applicant or their spouse, aged 55 or over, who is financially dependent on the main applicant.
  • An unmarried sibling of the main applicant or their spouse.

Government and Due Diligence Fees

Beyond the investment itself, government processing and due diligence fees apply per family member:

  • Government processing fees: USD 10,000 for a single applicant, USD 20,000 for a family of up to four, plus USD 10,000 for each additional dependant from the fifth onward. 10% is payable on submission, the balance on approval.
  • Due diligence fees: USD 8,500 for the main applicant, USD 5,000 for a spouse, USD 2,000 per dependant aged 12 to 17, and USD 4,000 per dependant aged 18 or over.
  • Passport fee: USD 300 per person. The real estate route also carries the standard costs of purchasing property in Antigua and Barbuda.

Application Process

  1. Choose a CIU-licensed agent — applications cannot be submitted directly to the Citizenship by Investment Unit.
  2. Submit your application together with the due diligence fees and 10% of the government processing fee.
  3. Once you receive your letter of approval, pay the balance of the processing fee and your investment or contribution, generally within 30 days.
  4. Receive a certificate of registration of citizenship for the main applicant and family members, submitted to the passport office with the application.
  5. Collect your passport and take the oath or affirmation of allegiance — either on your first visit to Antigua and Barbuda, or at an Embassy, High Commission or Consular Office.

Why Choose Antigua and Barbuda?

A Choice of Four Investment Routes

Applicants can choose the National Development Fund, real estate, business investment or the University of the West Indies Fund, depending on their goals.

A Family Programme

Spouses, dependent children up to 30, dependent parents or grandparents aged 55 or over, and unmarried siblings can be included in a single application.

No Relocation Required

Beyond the five-day presence rule in the first five years after citizenship is granted, the CIU does not require citizens to live in Antigua and Barbuda.

Established Since 2013

The Citizenship by Investment Programme has operated since 2013 under a dedicated government unit with published rules, fees and eligibility criteria.

The CIU has not published an official processing time for the Antigua and Barbuda programme. Trem Global has not yet confirmed a current figure against an official source — please contact us or ask your agent for the latest guidance.

No permanent residency is required, but citizenship may be revoked if you do not spend at least five days in Antigua and Barbuda during the five calendar years after being granted citizenship.

Trem Global has not yet confirmed the current dual-citizenship position for the Antigua and Barbuda programme against an official CIU statement — please contact us before applying.

Visa-free and visa-on-arrival access can change without notice. A White House proclamation suspends US entry for Antigua and Barbuda nationals as immigrants or on B-1/B-2/F/M/J visas from 1 January 2026, unless they already held a valid visa on that date; it cites citizenship by investment without residency (see the notice above). Nationals of Afghanistan, Iran, North Korea, Somalia, Yemen and Sudan are on Antigua and Barbuda's own Restricted Countries List and may apply only if they meet extra conditions. Trem Global has not yet confirmed current visa-free country counts for an Antigua and Barbuda passport against an official source.

Yes. Applications can only be submitted to the CIU through a government-licensed agent — you cannot apply directly to the Citizenship by Investment Unit.
