Montenegro Real Estate Residence

Temporary residence for owners of Montenegrin real estate with a property-transfer-tax base of at least EUR 150,000

EUR 150,000 Is a Tax Base, Not the Purchase Price

Since 17 January 2026, an applicant for this residence basis must also submit proof of the real estate's value: a decision by the local tax authority assessing the property-transfer tax, showing a taxable base of at least EUR 150,000. This is the tax authority's assessed base, not necessarily the contract purchase price. Nationals of European Union member states (and their family members, regardless of nationality), Iceland, Liechtenstein, Norway and Switzerland are exempt from this proof requirement. An applicant who already held a residence permit on this basis before 17 January 2026 has any renewal request decided under the Law on Foreigners as it stood before this amendment.

What Is Montenegro's Real Estate Residence Basis?

Montenegro's Law on Foreigners (Zakon o strancima) lets a foreign citizen apply for temporary residence on several grounds, including the use and disposal of a right over real estate the applicant owns in Montenegro.

This basis grants a residence permit only, without the right to work: Montenegro's Law on Foreigners issues a combined residence-and-work permit for a separate employment ground, not for the real estate ground. To qualify, an applicant must first meet the law's general conditions for a temporary residence permit and then show ownership of eligible real estate in Montenegro.

Requirements for This Basis

EUR 150,000

To obtain a temporary residence permit for the use and disposal of a right over real estate in Montenegro, an applicant needs:

  • Sufficient means of subsistence.
  • Secured accommodation in Montenegro.
  • Health insurance.
  • A passport or other travel document valid for at least three months longer than the requested residence period.
  • Proof of ownership of eligible real estate in Montenegro and, unless exempt (nationals of EU member states and their family members, or nationals of Iceland, Liechtenstein, Norway or Switzerland), the local tax authority's decision assessing the property-transfer tax on a taxable base of at least EUR 150,000.
  • No entry and residence ban for Montenegro, no final unconditional prison sentence of more than six months in Montenegro or the country of origin (unless its legal consequences have ceased), and no national-security or public-health obstacle.

Which Properties Qualify

Montenegro's Law on Foreigners treats the following as real estate for this residence basis:

  • Family houses
  • Weekend/holiday houses
  • Villas
  • Apartments
  • Hospitality (catering) facilities
  • Mixed residential-business buildings
  • Business premises
