Netherlands Investor Residence Closed
The wealthy foreign national residence policy ended on 17 April 2024
The Scheme Has Ended
The Dutch residence ground for "vermogende vreemdelingen" (wealthy foreign nationals, applied in practice to foreign investors) was abolished with effect from 17 April 2024, by a decision published in Staatsblad 2024, 83. New applications for this residence purpose are refused. The Dutch government cited EU-wide concern about money-laundering risk in this type of residence scheme as the reason for ending it.
- New applications for the wealthy foreign national / foreign investor residence permit are no longer accepted.
- Applications filed before 17 April 2024 are still handled under the rules that applied immediately before that date.
- Immigratie- en Naturalisatiedienst (IND), the Dutch immigration and naturalisation service, administers the closure and its transitional rules.
If You Already Hold This Permit
Staatsblad 2024, 83 and the related policy circular, Staatscourant 2024, 13488, set out transitional rules for existing permit holders:
- A residence permit already granted as a wealthy foreign national keeps its validity; the rules that applied immediately before 17 April 2024 continue to govern it.
- Extension applications for an existing wealthy foreign national permit remain possible after 17 April 2024.
- Holders who meet the conditions may also apply to convert to a stronger residence status, such as a permit for continued residence, under the general rules that apply to that status.
These transitional rules are set by the Dutch government and applied by IND case by case. If you hold this permit, confirm your specific situation with IND or your adviser before an extension or conversion application.
What the Netherlands Still Offers
Residence Permit for Self-Employed Persons
For those starting a business in the Netherlands, including self-employed artists. IND assesses the business plan, taking advice from the Netherlands Enterprise Agency (RVO); it is not a fixed-investment-amount route.
Start-up Permit
For founders starting an innovative business in the Netherlands with the guidance of a facilitator recognised by the Netherlands Enterprise Agency (RVO). IND administers this route separately from the self-employed permit.
Requirements for both routes are set by IND and reviewed periodically; we confirm the current conditions before any application.
