Latvia Residence by Investment
Temporary residence in Latvia from EUR 50,000 in company share capital, plus a EUR 10,000 state payment
What Is Latvia Residence by Investment?
Latvia grants temporary residence permits (TRP) to foreign investors under Section 27 of the Imigrācijas likums (Immigration Law) of 20 August 2026, in force since 15 September 2026. Two investment grounds remain: an equity investment in a Latvian company's share capital (a permit of up to two years), or an investment of at least EUR 150,000 with a state-established alternative investment fund manager (a permit of up to five years) — each paired with a EUR 10,000 payment into the state budget.
The share-capital route requires at least EUR 50,000 in a company with no more than 50 employees and annual turnover or balance not exceeding EUR 10 million (no more than 10 foreign investors per company), or EUR 100,000 in a company that, alone or with its Latvian subsidiaries, has more than 50 employees and turnover or balance above EUR 10 million. The permit stays valid only while the company pays at least EUR 40,000 in taxes each reporting year (EUR 100,000 for the larger-company tier). The fund route requires a contract and a transfer of at least EUR 150,000, for at least five years, to a state-established alternative investment fund manager, which must confirm during the permit's validity that the balance has not fallen below EUR 150,000.
New Immigration Law from 15 September 2026
Latvia's Immigration Law of 2002 lost force on 15 September 2026 and was replaced by a new Immigration Law of 20 August 2026. The real-estate route (from EUR 250,000) and the subordinated-deposit route (EUR 280,000) are not in the new law, so they are closed to new applications; applications filed before 15 September 2026 are decided under the old law, and existing property and deposit permit holders may request a repeat permit under transitional rules. The government-bond route had already been deleted with effect from 20 May 2026.

Russian and Belarusian Nationals
Under Section 27(7) and (8) of the Immigration Law, citizens of the Republic of Belarus and the Russian Federation may not request a temporary residence permit on either investment ground (Section 27(1), points 10 and 36).

The Investment Routes
Company Share Capital — From EUR 50,000
Invest at least EUR 50,000 in the share capital of a Latvian company with no more than 50 employees and annual turnover or balance not exceeding EUR 10 million (EUR 100,000 in a company that, alone or with its Latvian subsidiaries, has more than 50 employees and turnover or balance above EUR 10 million), and pay EUR 10,000 into the state budget when you request your first temporary residence permit, valid for up to two years. Under the EUR 50,000 tier, no more than 10 foreign investors may hold a permit through the same company. The permit stays valid only while the company pays at least EUR 40,000 in taxes each reporting year (EUR 100,000 for the larger-company tier).
State-Established Fund — EUR 150,000
Sign a contract and transfer at least EUR 150,000, for at least five years, to a state-established alternative investment fund manager, and pay EUR 10,000 into the state budget when you request your first temporary residence permit, valid for up to five years. The fund manager must confirm during the permit's validity that the investment contract remains in force and the balance has not fallen below EUR 150,000.
Minimums and conditions set by Section 27(1), points 10 and 36 of the Imigrācijas likums (Immigration Law) of 20 August 2026, in force since 15 September 2026. Source: likumi.lv (checked on 24 September 2026).
Who Can Apply?
To apply for Latvia's investment-based temporary residence permit, you must:
- Meet one route's conditions in full: the share-capital route's company-size and ongoing tax-payment conditions, or the fund route's five-year contract and EUR 150,000 minimum with a state-established alternative investment fund manager.
- Pay EUR 10,000 into the state budget when you request your first permit — the same amount applies under either route.
- Provide proof of the required means of subsistence and pay the Office of Citizenship and Migration Affairs' (PMLP) application-review fee for your chosen processing speed.
- Not be a citizen of the Republic of Belarus or the Russian Federation: Section 27(7) and (8) of the Immigration Law exclude both nationalities from this route's investment grounds (Section 27(1), points 10 and 36).
Who Can Be Included?
On family inclusion:
- Your family members may request a temporary residence permit for the same period as yours, under Section 27(3) of the Immigration Law.
- Each family member files their own application with proof of the relationship, alongside the documents listed for the investor.
Fees
Costs on top of the investment:
- The Office of Citizenship and Migration Affairs (PMLP) charges EUR 160 for a 30-day document review, EUR 280 for 10 working days, or EUR 560 for 5 working days (Cabinet Regulation No. 731).
- The EUR 10,000 state-budget payment tied to your route is described above; it is not a separate fee.
Application Process
- Meet the conditions of your chosen route in full before applying: complete the share-capital investment and pay EUR 10,000 into the state budget, or sign the fund contract, transfer at least EUR 150,000, and pay EUR 10,000 into the state budget.
- Gather the required documents: passport, application form, photograph, proof of the required means of subsistence, and the documents confirming your state-budget payment and application-review fee.
- File the temporary residence permit application with the Office of Citizenship and Migration Affairs (PMLP), choosing a 30-day, 10-working-day or 5-working-day review.
- Receive the temporary residence permit — valid for up to two years under the share-capital route, or up to five years under the fund route; request a new permit under Section 29 while you continue to meet the route's conditions.

Why Latvia?
Two Published Routes
The Immigration Law sets a fixed minimum and a matching EUR 10,000 state payment for each of the two remaining routes — company share capital, or a state-established investment fund — so you know the full cost before you apply.
EU and Schengen Membership
Latvia has been a member of the European Union since 2004 and is part of the Schengen area.
Two or Five-Year Permits
The share-capital route grants a temporary residence permit valid for up to two years; the fund route grants one valid for up to five years. You can request a new permit under Section 29 while you continue to meet your route's conditions.
Family Included
Your family members may hold a permit for the same period as yours, under Section 27(3) of the Immigration Law.
