Monaco Residence
Monaco has no investment residence permit; a permit needs accommodation, sufficient financial resources and a clean record
Monaco Has No Investment-Based Residence Programme
Monaco's residence permit (carte de séjour) is not granted in exchange for an investment or a financial contribution. Under the rules published by MonServicePublic, the Government of Monaco's own service portal, anyone aged 16 or over who wants to live in Monaco for more than three months in a year, or to settle there, must apply for a residence permit and show suitable accommodation, sufficient financial resources and a clean criminal record. No fixed minimum amount of savings is published: MonServicePublic states that the sum judged sufficient depends on the Monaco bank providing the reference.

What Is a Monaco Residence Permit?
A Monaco residence permit authorises a foreign national aged 16 or over to live in Monaco for more than three months a year, or to settle there. It also lets holders who are nationals of a non-EEA (third) country travel within the Schengen Area on a valid passport without a separate short-stay Schengen visa. A first application normally leads to a 'temporary' card valid for one year, with no minimum prior length of residency required.
Everyone must show, in all cases: accommodation in Monaco that is large enough for the household (owned, held through a company, rented, or provided by a close relative, spouse or partner); sufficient financial resources, which can come from a salary, professional or business income, sufficient savings — where the sum judged sufficient depends on the Monaco bank providing the reference — or support from a relative, spouse or partner; and a clean criminal record from the last five years. Nationals of the European Economic Area and a listed group of other countries do not need a visa before applying; other (third-country) nationals must first obtain a long-stay (type D) visa for Monaco from the French Consulate nearest their last residence, because Monaco does not issue this visa itself. The fee for issuing a first residence permit is EUR 80; renewal and other permit-category fees are set separately by Ministerial Decree No. 2020-814 of 30 November 2020.
Ways to Qualify for a Monaco Residence Permit
Accommodation in Monaco
You must show accommodation large enough for your household: as an owner, as the director or unit holder of a company that owns the property, as a tenant, or by staying with a close relative, spouse or partner.
Sufficient Financial Resources
Shown through a salary, independent or company income, savings judged sufficient by a Monaco bank, or being financially supported by a relative, spouse or partner with whom you live as a couple.
Good Character
A clean criminal record certificate (or local equivalent), less than three months old, from the authorities of the last country where you resided in the five years before arriving in Monaco.
What a First Application Requires
To apply for a first Monaco residence permit, you must be able to show:
- You are at least 16 years old and intend to reside in Monaco for more than three months in a year, or to settle there.
- Accommodation in Monaco that is large enough for those living there, evidenced as owner, tenant, company unit holder, or guest of a close relative, spouse or partner.
- Sufficient financial resources — salary, professional or business income, savings judged sufficient by a Monaco bank, or support from a relative, spouse or partner.
- A clean criminal record certificate, less than three months old, from the authorities of the last country or countries where you resided in the five years before arriving in Monaco.
How to Apply
- If you are not an EEA national (and not from the other listed countries), obtain a long-stay (type D) visa for Monaco from the French Consulate nearest your last place of residence before applying; if you have already lived in France for more than a year, apply instead for a transfer of residency through the French Embassy in Monaco.
- Collect the required documents: proof of accommodation, proof of sufficient financial resources, criminal-record certificates, your passport with the visa where applicable, and the Sworn Statement and application form published by MonServicePublic.
- Submit your application online through the special MonServicePublic service, or in person at the Residency Section (Police Department, 9 rue Suffren-Reymond, Monaco).
- Attend an individual interview appointment with your complete original documents once your application is confirmed admissible.
- Once approved, attend a second appointment to register and collect your card; the fee for a first permit (EUR 80) is paid on issue.
