Saint Lucia citizenship by investment

Saint Lucia Citizenship by Investment

A Caribbean passport through the National Economic Fund, real estate, government bonds or an approved enterprise project — from USD 240,000

What Is Saint Lucia Citizenship by Investment?

Saint Lucia's Citizenship by Investment Programme was established under the Citizenship by Investment Act No. 14 of 2015 and the Citizenship by Investment Saint Lucia Regulations S.I. No. 89 of 2015, as amended, most recently by the Citizenship by Investment (Amendment) Act No. 22 of 2025 and the Citizenship by Investment (Amendment) Regulations, S.I. No. 57 of 2026. It is administered by the Saint Lucia Citizenship by Investment Board.

Eligible main applicants and their dependants become citizens of Saint Lucia by putting money into the National Economic Fund, government bonds, real estate or an approved enterprise project, working through a licensed Authorised Agent and taking an oath of loyalty to the state. Direct applications to the Programme itself are not accepted.

A shared Caribbean minimum price

Saint Lucia is one of five OECS member states — together with Antigua and Barbuda, Dominica, Grenada and St Kitts and Nevis — that signed a regional Memorandum of Agreement on citizenship by investment. Since 1 July 2024, the agreed minimum price for any CBI option across these five countries is USD 200,000, and discounting below that price is not permitted.

Source: OECS press release, 22 June 2024. An agreement to establish a separate regional regulator, the Eastern Caribbean Citizenship by Investment Regulatory Authority (ECCIRA), was signed by the Prime Ministers of the five Caribbean CBI states (Antigua and Barbuda, Dominica, Grenada, St Kitts and Nevis and Saint Lucia) between 18 and 23 September 2025; under its terms, it enters into force 30 days after the fifth instrument of ratification is deposited. Trem Global has not yet confirmed Saint Lucia's own domestic implementing legislation against an official source.

Four Ways to Qualify

National Economic Fund — from USD 240,000

A non-refundable contribution to the National Economic Fund: a solo applicant together with as many as three dependants is covered by USD 240,000, and each extra dependant adds USD 10,000 if under 18 or USD 20,000 if 18 or older.

National Action Bonds — from USD 300,000

Invest USD 300,000 in interest-free government bonds issued in your name; they must stay registered to you for five years counting from when they were first issued, and a separate administration fee of USD 50,000 (non-refundable) also applies.

Real Estate Investment — from USD 300,000

Purchase an approved real estate project (high-end branded hotels, resorts or boutique properties) for at least USD 300,000, plus administration fees of USD 30,000 for a single applicant or USD 45,000 with a spouse, and USD 5,000 or USD 10,000 per additional dependant.

Enterprise Project — from USD 250,000

Invest in a Cabinet-approved enterprise project. As a sole investor in a specialty restaurant, agro-processing plant or research facility: at least USD 3,500,000 and three permanent jobs. In a joint venture: at least USD 6,000,000 in total, with each investor putting in at least USD 1,000,000, and six permanent jobs. Or from USD 250,000 (applicant with up to three dependants) in a Cabinet-approved project such as housing, ports, roads, bridges and marinas, or a social development or national programme. Administration fees apply to every option.

Figures are the Programme's currently published minimum contributions or purchase prices. They do not include the processing and due diligence fees shown below, or each route's own administration fees. The 2026 regulations also allow investment of at least USD 500,000 in an approved completed apartment or villa (USD 30,000 administration fee, no sale for five years); Trem Global has not yet seen this route on the Programme's investment page.

Who Can Apply?

To qualify as a main applicant, you generally need to:

  • Be 18 or older, commit at least the published minimum under one of the routes above, and file a sworn affidavit declaring financial resources of at least USD 350,000, with evidence of those resources and the source of funds.
  • Clear a background check together with any dependants aged 16 and up who are part of the application.
  • Answer every question honestly and completely. The Board must refuse an applicant who gives false information; has a criminal conviction other than for a minor traffic offence; is under criminal investigation; is considered a potential national security risk; is involved in activity likely to bring Saint Lucia into disrepute; or was refused a visa by a country Saint Lucia has visa-free travel with and has not obtained one since. It may also refuse an applicant already refused by another OECS member state.
  • Cover the (non-refundable) processing, background-check and administration costs, and submit everything through a licensed Authorised Agent rather than directly.

Who Is a Qualifying Dependant?

A main applicant may include the following family members in the same application:

  • Their spouse.
  • A son or daughter of the applicant or their spouse, aged 21 or younger.
  • A son or daughter of the applicant or their spouse, up to age 30, provided the applicant covers all of their living costs.
  • A son or daughter of the applicant or their spouse at any age, if they live with a physical or mental disability and depend entirely on the applicant for support.
  • A mother or father of the applicant or their spouse, either over 55, or living with a physical or mental disability at any age, and depending entirely on the applicant for support.
  • A brother or sister of the applicant, unmarried and under 18, with a parent's or guardian's written consent to be included.

Processing, Due Diligence and Other Fees

Beyond the investment itself, every applicant pays processing and due diligence fees:

  • Processing fee: USD 2,000 for the main applicant, USD 1,000 per qualifying dependant.
  • Due diligence fee: USD 8,000 for the main applicant, USD 5,000 per qualifying dependant aged 16 or over.
  • A mandatory interview and identity verification process applies to the main applicant only, in effect since 4 September 2023; the fee for this is not published.

Application Process

  1. Choose a licensed Authorised Agent — applications cannot be submitted directly to the Programme.
  2. Submit your application with the processing and due diligence fees; dependants aged 16 or over undergo due diligence, and the main applicant attends the mandatory interview.
  3. The Citizenship by Investment Board reviews the file; it may approve it, turn it down, or put it on hold if there is a valid reason to do so.
  4. Once approved, complete your investment and settle any outstanding administration fees, then swear or affirm loyalty to the state in front of a practising lawyer, a Saint Lucia Consular or Honorary Consular Officer, or a Notary.
  5. Receive your Certificate of Registration; your Authorised Agent then applies to the Immigration Department for your Saint Lucia passport.

An older FAQ page states approximately ninety days from acceptance for processing to the grant of citizenship, but Trem Global has not been able to confirm this figure against the Programme's current investment pages, so no processing time is shown above.

The Citizenship by Investment (Amendment) Act No. 22 of 2025 requires each applicant and qualifying dependant to meet prescribed residency and genuine-link requirements from 1 January 2026. Trem Global has not yet found the regulations that set out what those requirements are, so ask your Authorised Agent for the current position before applying.

Trem Global has not yet confirmed the current dual-citizenship position for the Saint Lucia programme against an official statement — please contact us before applying.

Visa-free and visa-on-arrival access can change without notice. Saint Lucia is not named in the White House proclamation that restricts US entry for some other Caribbean CBI programmes. Trem Global has not yet confirmed current visa-free country counts or any restricted-nationality rules for a Saint Lucia passport against an official source.

Yes. Only a licensed Authorised Agent can file your application on your behalf; the Programme does not accept applications sent in directly.
