Jersey Residence
Jersey has no investment-based residence programme; High Value Residency is a discretionary route for high net worth individuals, not a citizenship by investment scheme
Jersey Has No Investment-Based Residence Programme
Jersey is a British Crown Dependency with its own government, tax system and immigration rules, separate from the United Kingdom and the European Union. Its High Value Residency (HVR) programme lets the Government of Jersey grant 'entitled' residential status to a high net worth individual (HNWI) if the application 'offers a social or economic benefit' and 'is in the best interests of the Island community' — the Government's own page states plainly that 'the programme is not a citizenship by investment scheme.' There is no fixed investment amount that buys approval, and applicants who are approved must still obtain UK immigration clearance separately before they can live and work in Jersey.

What Is High Value Residency in Jersey?
High Value Residency (HVR) has operated since the 1970s and, according to the Government of Jersey, around 260 families currently live in Jersey after relocating through the programme. It lets Jersey grant 'entitled' residential status — giving access to the Island's housing and work market — to a high net worth individual whose relocation offers the Island a social or economic benefit. Each application is considered individually on the financial and social contribution the applicant could make; there is no published investment amount that guarantees a decision either way.
The Government of Jersey's own guidance sets out the financial factors it weighs: annual worldwide earnings well above GBP 1.25 million, guaranteed for at least 10 years, to support a minimum tax contribution of GBP 250,000 a year under Article 135A of the Income Tax (Jersey) Law. Locate Jersey — the Government of Jersey's economic development agency, part of its Department for the Economy — adds that applicants should also show personal wealth of more than GBP 10 million in assets, excluding their main residence, with some liquidity required. Beyond the financial test, both agencies weigh non-financial factors such as business experience, philanthropy or community involvement, and any negative factors in the applicant's background. If entitled status is granted, the individual is taxed at 20% on the first GBP 1.25 million of worldwide income each year and 1% on income above that threshold (Jersey property income stays taxed at 20%). A separate route, Skilled High Earner (Licensed permission), does not require HNWI-level wealth: it is for an applicant who establishes and runs their own business in Jersey full-time and can show a taxable income of at least GBP 250,000 a year. Neither route is a citizenship-by-investment or golden-visa scheme, and being granted entitled or licensed status in Jersey does not by itself confer a right to live and work — because Jersey is a Crown Dependency and not part of the United Kingdom, approved applicants must also obtain UK immigration clearance separately.
Jersey's Discretionary Residence Routes
High Value Residency (Entitled Status)
A discretionary route for HNWIs whose application 'offers a social or economic benefit' to Jersey. Weighed factors include worldwide earnings well above GBP 1.25 million a year, personal wealth of more than GBP 10 million, and the ability to sustain a minimum tax contribution of GBP 250,000 a year for at least 10 years.
Skilled High Earner (Licensed Permission)
For an applicant who is not ordinarily resident in Jersey and establishes a full-time business on the Island (more than 25 hours a week), generating a taxable income of at least GBP 250,000 a year for up to 10 years while also showing an economic or social benefit to Jersey.
Tax Treatment for Entitled (HVR) Residents
Once entitled status is granted under HVR, the individual pays a 20% tax rate on the first GBP 1.25 million of worldwide income each year, and 1% on income above that (Jersey property or property-company income stays taxed at 20%). This is a tax arrangement for approved residents, not itself a route to residency.
What High Value Residency Requires
To be eligible, Locate Jersey states that an applicant must be able to demonstrate the following; meeting them does not guarantee approval:
- Annual worldwide earnings well above GBP 1.25 million, guaranteed for at least 10 years.
- The ability to sustain a minimum tax contribution of GBP 250,000 a year under Article 135A of the Income Tax (Jersey) Law.
- Personal wealth of more than GBP 10 million in assets, excluding the applicant's main residence, with some liquidity required (Locate Jersey).
- A demonstrable social or economic benefit to Jersey (for example business experience, philanthropy or community involvement) and, once approved, separate UK immigration clearance to live and work on the Island.
How High Value Residency Applications Are Handled
- Contact the Head of High Value Residency at Locate Jersey for a confidential, no-obligation discussion of your circumstances against the HVR criteria.
- Notify Locate Jersey of your intention to apply by completing its online Profile Form; early coordination shortens the process, and completing the form does not commit you to applying.
- Decide whether to appoint a professional advisor; every application is vetted by Locate Jersey and the Comptroller of Revenue before it goes to Jersey's Ministers, who take the final decision.
- Submit your full application — yourself or through your advisor — normally within the first few working days of a calendar month.
- Receive a decision, usually within about 15 working days; if approved, you must obtain UK immigration clearance separately before you can live and work in Jersey.
If an application is approved, Locate Jersey states that a fee of GBP 10,506.25 must be paid before making the move; the fee is 'subject to annual review', and Locate Jersey gives this figure as correct as of 1 January 2026 (checked on 24 September 2026). It is separate from any UK immigration clearance fee and from ongoing tax and property costs — contact us for current guidance before you apply.

Jersey is a British Crown Dependency, not part of the United Kingdom or the European Union, with its own tax and immigration rules; the GBP 3.5 million (house) and GBP 1.75 million (apartment) figures are the property values gov.je says approved residents can buy above and Locate Jersey gives as the typical minimum expected value after approval — not an investment amount that secures approval. Amounts and conditions are set by Jersey authorities and can change.
