What Is Saudi Arabia's Premium Residency?
Premium Residency is Saudi Arabia's residence-by-investment status under the Premium Residency Permit Law, administered by the Premium Residency Center. It lets non-Saudi nationals live in the Kingdom with their family, without the standard employer sponsorship that a regular residence visa requires.
The Center offers seven premium residency products across two types — Permanent and fixed-term (renewable) — covering real estate ownership, business investment, entrepreneurship, a qualifying wage or talent, and two products available for a fee alone.
Property Rules: Mecca, Medina and Border Areas
Two points affect the Real Estate Owner route specifically:
- Premium residency holders cannot own real estate in the cities of Mecca and Medina or in border areas. In Mecca and Medina the Law instead allows a usufruct right (the right to use and benefit from a property) of up to 99 years; under the Implementing Regulations, on a fixed-term premium residency the usufruct may not last longer than the residency itself.
- If you sell the property that qualified you, you have 90 days to replace it with another property worth at least the SAR 4,000,000 minimum. If a usufruct term ends, you have 90 days to renew it or replace it with another usufruct of at least the same value.

The Premium Residency Products
Real Estate Owner — SAR 4,000,000
Own real estate in Saudi Arabia, or hold a usufruct right to it, worth at least SAR 4,000,000. The residency lasts as long as you keep the property or the usufruct.
Investor — SAR 7,000,000
Invest at least SAR 7,000,000 in investment activities inside Saudi Arabia that the Premium Residency Center specifies. This route grants the Permanent premium residency directly.
Limited Duration (one year, renewable) — SAR 100,000 fee
A renewable one-year premium residency issued on payment of a SAR 100,000 fee, without a separate investment, subject to the Law's general conditions and a minimum age of 21.
Unlimited Duration (permanent) — SAR 800,000 fee
A permanent premium residency issued on payment of a SAR 800,000 fee, without a separate investment, subject to the same general conditions and a minimum age of 21.
Saudi Arabia's Premium Residency also includes three products not shown above: Special Talent (a job contract with a minimum monthly wage of SAR 35,000 for health and scientific specialists or SAR 14,000 for researchers, each with a bachelor's degree and the Center's points assessment, or an annual wage of at least SAR 960,000 for executives), Gifted (a rare talent or a specialised award) and Entrepreneur (a funding round of at least SAR 400,000 from a Center-accredited investor; SAR 15,000,000 plus 10 new jobs in each of the first two years for a permanent grant). Each carries the same SAR 4,000 product fee as the Real Estate Owner and Investor products above (checked on 24 September 2026).
Who Can Apply?
In addition to meeting your chosen product's own requirement, you must generally:
- Hold a passport that is valid for at least 180 days from your application date and carries no restriction or condition that could prevent you from being allowed to return at any time.
- Provide proof of financial solvency, a clean criminal record, and a medical report — issued within the six months before you apply — confirming you are free from communicable diseases.
- If you are applying for the Unlimited Duration (permanent) or the Limited Duration (one year, renewable) product specifically, be at least 21 years old.
- If you already reside in Saudi Arabia, hold a residence permit that stays valid for at least 90 days after you apply.
Who Can Be Included?
The Premium Residency Center links these family members to your record as dependants:
- Your spouse.
- Your children whose age does not exceed 25 years (by the Gregorian calendar); a child with special needs, or an unmarried daughter over 25, may also be linked to your record.
- Your parents, as long as they do not work inside Saudi Arabia.
Confirmed Fees
Under the Council of Economic and Development Affairs' decisions referenced in the Regulations:
- SAR 800,000 for the Unlimited Duration (permanent) product.
- SAR 100,000 for the Limited Duration (one year, renewable) product.
- SAR 4,000 for the Real Estate Owner, Investor, Entrepreneur, Special Talent and Gifted products, each in addition to that product's own investment, wage or talent requirement.
Application Process
- Create your electronic account on the Premium Residency Center's platform and choose one of the seven premium residency products.
- Submit your application with the documents your chosen product requires, including your passport, proof of financial solvency, a clean criminal record and a medical report.
- The Center reviews your application; if its CEO approves it, you are notified through the contact details in your electronic account.
- Within 30 days of the approval notice, pay the applicable fee and provide a medical insurance policy for yourself and any included family members.
- The Center issues your premium residency electronically, and issues cards for included family members once their own requirements are met.
