Mauritius Residence by Investment

Mauritian residence permits for business investors, property buyers, self-employed professionals and retirees, from the Investor route's USD 100,000 to property purchases from USD 375,000

What Is Mauritius Residence by Investment?

Mauritius grants long-term residence permits to non-citizens through several routes administered by the Economic Development Board (EDB) and the Passport and Immigration Office: an Occupation Permit for a self-employed professional activity or a business investment, a Residence Permit for retirees aged 50 and above, and a residence permit on the purchase of qualifying property under an EDB-approved scheme or a qualifying G+2 apartment building. Occupation Permit and Retired Residence Permit applications are submitted online through the National Electronic Licensing System (NELS).

This page covers four routes: the Self-Employed Entrepreneur and Investor Occupation Permits, the Retired Non-Citizen Residence Permit, and residence through a qualifying property purchase under the EDB-approved Integrated Resort Scheme (IRS), Real Estate Scheme (RES), Property Development Scheme (PDS), Smart City Scheme or Invest Hotel Scheme (IHS), or the Ground+2 Apartments route. A separate 20-year Permanent Residence Permit (PRP) is available after 5 years on the Investor, Self-Employed or Retired Non-Citizen route.

Application Fee From 1 December 2025

Since 1 December 2025, a non-refundable USD 50 application fee applies to all Occupation Permit and Retired Residence Permit applications, in addition to the fees listed below.

Four Ways to Qualify

Investor — USD 100,000

An Occupation Permit for a non-citizen who transfers a minimum of USD 100,000 into a Mauritian corporate bank account within 60 days of the permit being issued, to invest in and manage a Mauritian company. 10-year permit, renewable, subject to a minimum company turnover of MUR 5,000,000 from year 3 and MUR 8,000,000 from year 5 of registration.

Self-Employed Entrepreneur — USD 50,000

An Occupation Permit for a non-citizen who transfers a minimum of USD 50,000 into a Mauritian bank account within 60 days of the permit being issued, for a professional activity supported by at least 3 letters of intent, including 2 from prospective local clients. You may employ 1 local administrative staff member. 10-year permit, renewable, subject to a minimum turnover of MUR 2,000,000 from year 3 and MUR 3,000,000 from year 5 of registration.

Property Purchase — From USD 375,000

A residence permit for a non-citizen who buys residential property for at least USD 375,000 under the Integrated Resort Scheme (IRS), Real Estate Scheme (RES), Property Development Scheme (PDS), Smart City Scheme or Invest Hotel Scheme (IHS), or an apartment in a building of at least ground plus two floors (G+2). On the PDS and G+2 routes the permit lasts for as long as you own the property, and IRS, RES and PDS residence permit holders are exempted from needing a separate Occupation or Work Permit to invest and work in Mauritius.

Retired Non-Citizen (Age 50+)

A Residence Permit for a non-citizen aged 50 or above who shows, through a certified bank statement from their home country, at least USD 24,000 or a guaranteed minimum income of USD 2,000 a month; to renew, you show USD 24,000 a year reaching your Mauritian bank account. 10-year permit, renewable for another 10 years; you may invest in a Mauritian business provided you are not employed in it and draw no salary or employment benefits from it.

The Investor route is the lowest investment route open nationwide. The Self-Employed Entrepreneur permit requires USD 50,000 of business capital, but it is a self-employment permit for working in Mauritius rather than an investment route. Who Can Apply?

To apply for a Mauritian residence permit, you must:

  • Meet your chosen route's investment, turnover or income threshold: USD 50,000 for the Self-Employed Entrepreneur route, USD 100,000 for the Investor route, at least USD 375,000 for a qualifying property purchase, or USD 24,000 a year (or USD 2,000 a month) for the Retired Non-Citizen route (age 50 or above).
  • Apply online through the National Electronic Licensing System (NELS) for the Occupation Permit and Retired Residence Permit routes; property buyers purchase in an EDB-approved scheme project or a qualifying G+2 apartment building.
  • For the Self-Employed Entrepreneur route, provide a detailed business plan and at least 3 letters of intent, including 2 from prospective local clients; for the Investor route, register a Mauritian company through the Corporate and Business Registration Department (CBRD).
  • Transfer your investment into a Mauritian bank account within 60 days of your Occupation Permit being issued (Self-Employed Entrepreneur and Investor routes), and, once your permit is active, meet its ongoing turnover or income condition to keep it valid.

Who Can Be Included?

Family inclusion differs by route:

  • On the Self-Employed Entrepreneur, Investor and Retired Non-Citizen routes, your spouse (including a common-law partner of the opposite sex), your parents, and your unmarried children (including stepchildren or lawfully adopted children) who are not economically active can apply for a residence permit for the same duration as your own.
  • On a property purchase, the EDB's PDS page grants a residence permit to your spouse and children under 24; the IRS and RES pages cover your dependants without defining them, and the Smart City, IHS and G+2 pages do not address family — confirm with us before you buy.
  • Dependant applications are made to, and determined by, the Passport and Immigration Office.

Fees

Costs on top of your chosen route's investment, property price or income requirement:

  • A non-refundable USD 50 application fee for all Occupation Permit and Retired Residence Permit applications, effective from 1 December 2025.
  • An approval fee of USD 1,000 once your Self-Employed Entrepreneur, Investor or Retired Non-Citizen permit is approved.
  • A property purchase carries its own notarial, registration and other transaction costs, which are not listed on the EDB's residency portal.

Application Process

  1. Choose your route (Self-Employed Entrepreneur, Investor, Retired Non-Citizen, or an approved property purchase) and, for the Occupation Permit and Retired Residence Permit routes, register and apply online through the National Electronic Licensing System (NELS); property buyers purchase in an EDB-approved scheme project or a qualifying G+2 apartment building.
  2. Submit your supporting documents, for example a business plan and letters of intent (Self-Employed Entrepreneur), proof of funds (Investor), or a bank statement showing your income (Retired Non-Citizen), and receive an approval-in-principle letter.
  3. Open a Mauritian bank account and transfer your investment (USD 50,000 Self-Employed Entrepreneur, USD 100,000 Investor) within 60 days of your Occupation Permit being issued, or sign the deed of sale for your qualifying property.
  4. Receive your permit: a 10-year, renewable Occupation Permit or Retired Residence Permit, or, on a qualifying property purchase, a residence permit (on the PDS and G+2 routes, valid for as long as you own the property).
  5. Meet your route's ongoing turnover or income condition to keep your permit valid; on the Investor, Self-Employed or Retired Non-Citizen route, apply for the 20-year Permanent Residence Permit (PRP) once you qualify after 5 years.

Why Mauritius?

Several Ways to Qualify

From the Investor route's USD 100,000 or property from USD 375,000 to the Self-Employed Entrepreneur permit or the Retired Non-Citizen route's income test, choose the route that fits your plans.

Start Your Application Online

The National Electronic Licensing System (NELS) lets you start your Occupation Permit or Retired Residence Permit application online, up to the approval-in-principle letter, without travelling to Mauritius first; original documents are then presented at an appointment.

Long, Renewable Permits

Occupation Permits and the Retired Residence Permit run for 10 years and are renewable; on the PDS and G+2 property routes, the residence permit lasts for as long as you own the property; and a 20-year Permanent Residence Permit is available after 5 qualifying years on the Investor, Self-Employed or Retired Non-Citizen route.

Family Included

Your spouse and, on most routes, your parents and unmarried children can apply for a residence permit alongside you, for the same duration as your own permit.

Frequently Asked Questions

The core cost is your route's threshold: USD 50,000 for the Self-Employed Entrepreneur route, USD 100,000 for the Investor route, at least USD 375,000 for a qualifying property purchase, or USD 24,000 a year for the Retired Non-Citizen route. On top of that, you pay a non-refundable USD 50 application fee (from 1 December 2025) and, on the Occupation Permit and Retired Residence Permit routes, a USD 1,000 approval fee.

Yes, but the group differs by route. On the Self-Employed Entrepreneur, Investor and Retired Non-Citizen routes, your spouse, parents and unmarried children who are not economically active can apply for a residence permit; on a property purchase, the PDS route covers your spouse and children under 24, and family rules on the other property routes are not spelled out on the EDB portal.

Buying residential property for at least USD 375,000 under the IRS, RES, PDS, Smart City or Invest Hotel Scheme, or an apartment in a G+2 building, makes you eligible for a residence permit. On the PDS route your spouse and children under 24 are also covered; on the PDS and G+2 routes the permit lasts as long as you own the property; and IRS, RES and PDS permit holders are exempted from needing a separate Occupation or Work Permit to invest and work in Mauritius.

After at least 5 years on an Investor or Self-Employed Occupation Permit, or as a Retired Non-Citizen, you may apply for a 20-year Permanent Residence Permit (PRP) if you met your category's condition in the 5 years immediately before applying (for example, MUR 15 million annual turnover for investors, MUR 3 million annual business income for the self-employed, or USD 200,000 transferred over 5 years for retirees). The EDB portal lists no PRP category for property-scheme residence permits. PRP applications go to the Residence Permit Section of the Prime Minister's Office (Defence and Home Affairs Division), not the EDB. Trem Global has not found a published path from Mauritian residence to citizenship on an official source — contact us for guidance specific to your situation.

The Investor route lets you own and manage your own Mauritian company; the Self-Employed Entrepreneur route lets you run your professional activity and employ 1 local administrative staff member. IRS, RES and PDS residence permit holders are exempted from needing a separate Occupation or Work Permit to invest and work in Mauritius. A Retired Non-Citizen permit holder may invest in a business but may not be employed by it or draw a salary or employment benefits from it.
