Luxembourg Residence by Investment

Residence for investors in Luxembourg from EUR 500,000, with a repeal bill pending before the Chamber of Deputies

What Is Luxembourg Residence by Investment?

Luxembourg grants a residence permit for investors under articles 53bis, 53ter and 53quater of the Law of 29 August 2008 on the free movement of persons and immigration. Third-country nationals who invest at least EUR 500,000 in a Luxembourg company, EUR 3,000,000 in a management and investment structure, or EUR 20,000,000 as a deposit with a Luxembourg financial institution can apply, once the Minister of the Economy or the Minister of Finance has approved their investment project.

Before entering Luxembourg you must obtain the long-stay (type D) visa, which from 1 October 2026 replaces the temporary authorisation to stay previously requested from the General Department of Immigration (Luxembourg Government release, 23 September 2026). After entering, you make a declaration of arrival with your commune within 3 days, undergo the mandatory medical check for foreigners, and apply for the residence permit for investors within 3 months of arrival. The permit is valid for up to 3 years and renewable; direct and indirect investment in buying or renting real estate does not count toward any route.

Repeal Bill Before Parliament

Bill No. 8586, deposited on 21 July 2025, would repeal this investor residence permit — articles 53bis, 53ter and 53quater of the Law of 29 August 2008 — citing low uptake (9 permits issued since its 2017 introduction). The Chamber of Deputies' Commission des Affaires intérieures adopted its committee report on 16 September 2026 (tabled in the online dossier on 21 September 2026); as of 25 September 2026, the bill's own status page still reads 'En commission' (in committee), with no plenary vote recorded. If the bill is enacted, its own transitional rule (a new article 160ter) would let any investor permit issued before the repeal takes effect run to its own expiry date, without being cut short.

The Investment Routes

Existing Company — From EUR 500,000

Invest at least EUR 500,000 in an existing company with its registered office in Luxembourg, carrying out a commercial, craft or industrial activity, and keep the investment and the company's level of employment (measured at the time of the investment) for at least 5 years.

New Company — From EUR 500,000

Invest at least EUR 500,000 in a new company still to be created, with its registered office in Luxembourg, carrying out a commercial, craft or industrial activity, and create at least 5 jobs within 3 years of incorporation, recruiting in collaboration with the National Employment Agency (Agence pour le développement de l'emploi — ADEM).

Management Structure — EUR 3,000,000

Invest at least EUR 3,000,000 in a management and investment structure, existing or still to be created, with its registered office in Luxembourg, which must have and maintain the necessary substance there.

Financial Deposit — EUR 20,000,000

Deposit at least EUR 20,000,000 with a financial institution established in Luxembourg, and keep the deposit for at least 5 years.

Direct and indirect investment in the purchase or rental of real estate is not taken into account for any route. Source: Guichet.lu, 'Conditions of residence for investors from third countries' (checked 25 September 2026).

Who Can Apply?

To apply for Luxembourg's investor residence permit, you must:

  • Meet one route's conditions in full: at least EUR 500,000 in an existing or new company, EUR 3,000,000 in a management and investment structure, or EUR 20,000,000 as a 5-year deposit — real estate is excluded from every route.
  • Hold a valid passport; from 1 October 2026 every third-country national settling in Luxembourg for more than 90 days needs a long-stay (type D) visa.
  • Obtain the Minister of the Economy's approval for the two EUR 500,000 company routes, or the Minister of Finance's approval for the management-structure or deposit route, before applying for the long-stay (type D) visa.
  • Be the effective beneficiary of the deposited or invested assets yourself, or have your spouse or registered partner as the beneficiary.

Fees

Costs on top of the investment:

  • The residence-permit application to the Ministry of Home Affairs' General Department of Immigration costs EUR 80, paid by transfer to the ministry's account.
  • Renewing the residence permit costs the same EUR 80 fee. Guichet.lu does not publish a fee for the Minister of the Economy's or Minister of Finance's investment-approval step.

Application Process

  1. Present your investment project, or proof of your investment, to the Minister of the Economy (for the EUR 500,000 company routes) or the Minister of Finance (for the EUR 3,000,000 management-structure or EUR 20,000,000 deposit route), and obtain written approval before applying for the long-stay (type D) visa.
  2. From outside Luxembourg, apply in person for a long-stay (type D) visa at the Luxembourg embassy, or the competent Belgian embassy where Luxembourg is not represented. From 1 October 2026 this visa, valid for 6 months, replaces the temporary authorisation to stay previously requested from the General Department of Immigration (Luxembourg Government release, 23 September 2026).
  3. After entering Luxembourg, make a declaration of arrival with the commune where you reside within 3 days, and undergo the mandatory medical check for foreigners.
  4. Apply for the residence permit for investors to the Ministry of Home Affairs within 3 months of arrival, paying the EUR 80 fee.
  5. Receive the residence permit, valid for up to 3 years. No later than 12 months after your entry authorisation was issued, the minister who approved your investment verifies that its conditions are still met, and may allow up to 12 months to correct any shortfall before proposing withdrawal.

Why Luxembourg?

Four Published Routes

Guichet.lu sets a fixed minimum for each of four investment routes — two company routes, a management structure and a financial deposit — so you know the minimum investment before you apply.

EU and Schengen Membership

Luxembourg is a founding member of the European Union and part of the Schengen area.

Renewable 3-Year Permit

The residence permit for investors is valid for up to 3 years and renewable on request while the conditions are met; you may apply for a long-term residence permit after 5 years of lawful, uninterrupted stay.

Investment Approved Before You Apply

The Minister of the Economy or the Minister of Finance reviews your investment project up front, so you have written approval before you commit to relocating.

Frequently Asked Questions

At least EUR 500,000 in an existing Luxembourg company (kept 5 years, with its employment level maintained) or in a new company with 5 jobs created within 3 years; EUR 3,000,000 in a management and investment structure; or EUR 20,000,000 as a 5-year deposit with a Luxembourg financial institution. Direct and indirect real-estate investment does not count toward any route.

Not yet. Bill No. 8586 would repeal it, and the Chamber of Deputies' Commission des Affaires intérieures adopted its committee report on 16 September 2026, but as of 25 September 2026 the bill remains in committee ('En commission') with no plenary vote recorded. Trem Global checks the bill's status before advising clients.

Under the transitional rule the committee added to the bill (a proposed new article 160ter of the Law of 29 August 2008), any investor residence permit issued before a repeal takes effect would remain valid until its own expiry date, rather than being cut short.

The Minister of the Economy approves the two EUR 500,000 company routes; the Minister of Finance approves the EUR 3,000,000 management-structure route and the EUR 20,000,000 deposit route. You need this written approval before applying for the long-stay (type D) visa.

The residence permit for investors is valid for up to 3 years and renewable on request as long as the conditions are still met. After 5 years of lawful, uninterrupted stay you may apply for a long-term residence permit.

No. Guichet.lu states that direct and indirect investment in the purchase or rental of real estate is not taken into account for the residence permit for investors.
