Paraguay Residence by Investment
Special permanent residence for foreign investors in Paraguay from a USD 70,000 SUACE business investment
What Is Paraguay Residence by Investment?
Paraguay grants a special permanent residence to foreign investors under Ley N° 6984/22 de Migraciones, for those who apply through the Sistema Unificado de Apertura y Cierre de Empresas (SUACE). An investor who commits at least USD 70,000 (or its equivalent in guaraníes) to a business in industry, commerce or services creating at least 5 formal jobs — or who makes a qualifying tourism, financial or real-estate investment — may obtain a Constancia de Inversionista Extranjero (Foreign Investor Certificate) from the Ministerio de Industria y Comercio (MIC) through SUACE, then apply for residence with the Dirección Nacional de Migraciones (DNM).
The Constancia de Inversionista Extranjero is issued first, under MIC Resolución N° 283/2026 of 21 April 2026 (which abrogated Resolución 1052/2025); it is the document the DNM requires to grant the SUACE special permanent residence. Resolución 283/2026 recognises four types of investment: productive (from USD 70,000, at least 5 formal jobs), tourism (from USD 150,000), financial instruments (from USD 200,000, held at least 2 years) and real estate (from USD 200,000); the financial and real-estate routes need no business plan and no job creation.
The Investment Routes
Productive Investment — USD 70,000
An investment of at least USD 70,000 (or its guaraní equivalent at the official rate) per applicant in a new or existing company in industry, commerce or services, under a business plan that creates at least 5 formal jobs. Capital goods, property, machinery, vehicles used in the business and fit-out count; rent, salaries, utilities and recurring running costs do not. The investor reports progress every six months.
Tourism Investment — USD 150,000
At least USD 150,000 (or its guaraní equivalent) in creating, acquiring, expanding or operating tourism assets, infrastructure or services, under a business plan approved by MIC/SUACE, with progress reported every six months.
Financial Instruments — USD 200,000
At least USD 200,000 (or its guaraní equivalent) in documented financial investments, certified by an entity authorised by the Superintendencia de Valores of the Banco Central del Paraguay for a term of at least 2 years, reported annually. No business plan or job creation is required; supporting documents must be no older than 180 days at filing.
Real Estate — USD 200,000
At least USD 200,000 (or its guaraní equivalent) in real estate held for income, appreciation or productive use — purchases for purely personal or family use do not qualify. Proof is a registered title deed, or a notarised private purchase contract with at least 30% of the declared amount paid; documents must be no older than 180 days at filing. No business plan or job creation is required.
Minimums set per applicant by MIC Resolución N° 283/2026 (21 April 2026). Sources: mic.gov.py and migraciones.gov.py (checked on 24 September 2026).
Who Can Apply?
To apply for Paraguay's SUACE special permanent residence, you must:
- Be a foreign natural person who has entered Paraguay (entry stamp, entry card or DNM migration-movement certificate); both the MIC/SUACE and the DNM applications are filed in person.
- Invest at least the minimum for your chosen type — USD 70,000 productive, USD 150,000 tourism, or USD 200,000 in financial instruments or real estate (or the guaraní equivalent) — with documented proof of funds and a sworn statement of their origin.
- For productive and tourism investments, present a business plan with an implementation timeline (productive: at least 5 formal jobs) and report progress every six months; financial and real-estate investments need no business plan or jobs.
- Obtain the Constancia de Inversionista Extranjero from MIC/SUACE, then file the residence application with the Dirección Nacional de Migraciones (DNM).
Who Can Be Included?

- Applications, including for any dependants, are filed with the Dirección Nacional de Migraciones (DNM).
Fees

- DNM arancel for Residencia Permanente (including a change of category): Gs. 2,926,925.
- Trem Global has not found a published fee for the MIC/SUACE Constancia de Inversionista Extranjero itself on an official source — contact us for a current cost estimate.
Application Process
- Enter Paraguay and gather the documents: passport or ID, proof of entry, apostilled criminal-record certificate(s), INTERPOL Paraguay certificate, a sworn statement on the origin of funds and — for productive or tourism investments — the business plan.
- File the Constancia de Inversionista Extranjero application in person at SUACE; the Dirección de Inversiones y Regímenes Especiales (DIRE) reviews it, and the constancia is issued within no more than 5 business days of a complete file (the clock stops while corrections are pending).
- File the special permanent residence application in person with the Dirección Nacional de Migraciones (DNM), presenting the constancia with the other required documents, and pay the DNM arancel.
The residence card is issued as Definitivo (permanent) and must be physically renewed every 10 years. Trem Global has not found a published overall processing time for the DNM residence step on an official source. Sources: migraciones.gov.py and mic.gov.py (checked on 24 September 2026).
Why Paraguay?
Clear, Published Thresholds
MIC Resolución 283/2026 sets a fixed minimum per applicant for each investment type — USD 70,000, USD 150,000 or USD 200,000 (or the guaraní equivalent).
A Defined Timeline
The constancia is issued within no more than 5 business days of a complete file, and certified investors do not need a prior temporary residence (Ley N° 6984/2022, Art. 46).
Two Agencies With Defined Roles
MIC, through SUACE, reviews and certifies the investment; the Dirección Nacional de Migraciones (DNM) then grants the special permanent residence on presentation of that certificate.
A Permanent Status From the Start
The residence granted is Definitivo (permanent), with the physical carnet renewed every 10 years. It rests on your sworn commitment to carry out the investment: MIC monitors compliance and may notify the DNM of a breach so that the residence can be cancelled under Article 55 of Ley N° 6984/2022.
