Malta Permanent Residence Programme
Permanent residence in Malta for non-EU nationals and their families through a set of official fees, a qualifying property and a capital test
What Is the Malta Permanent Residence Programme?
The Malta Permanent Residence Programme (MPRP) is Malta's residence-by-investment route for non-EU, non-EEA and non-Swiss nationals, set out in Subsidiary Legislation 217.26, as amended by Legal Notice 310 of 2024 and Legal Notice 146 of 2025. It is administered by the Residency Malta Agency.
Applicants pay a non-refundable administrative fee and a Government contribution, secure a qualifying property in Malta or Gozo by purchase or by long-term rental, and make a donation to a registered non-governmental organisation. On the rental route, the combined official components come to EUR 169,000; the purchase route instead requires buying a property worth at least EUR 375,000, which the applicant keeps as an asset.
A residence programme, not a citizenship route
The MPRP grants permanent residence in Malta. It does not itself lead to Maltese citizenship. Malta has a separate, discretionary process for granting citizenship by naturalisation for exceptional services, which is not part of the MPRP and is not described on this page. Trem Global has not yet confirmed the current details of that separate process against an official text.
The Official Fees, Contribution and Property Requirement
Administrative fee — EUR 60,000
A non-refundable administrative fee for the main applicant: EUR 15,000 payable within one month of submitting the application, and the remaining EUR 45,000 within two months of the Letter of Approval in Principle. A further non-refundable EUR 7,500 applies for each unmarried child aged 18-28 and each parent or grandparent included; the spouse or partner, children under 18 and adult children with a certified disability are exempt.
Government contribution — EUR 37,000
A non-refundable contribution to the Maltese Government, payable within eight months of the Letter of Approval in Principle. The amount is the same whether the qualifying property is purchased or rented.
Property purchase — from EUR 375,000
Buy a qualifying residential property in Malta or Gozo for at least EUR 375,000 and keep it for a minimum of five years. Unlike the fees and contribution, this amount is retained by the applicant as an asset.
Property rental — from EUR 14,000 per year
Rent a qualifying residential property in Malta or Gozo for at least EUR 14,000 per year, and keep the lease running for a minimum of five years (EUR 70,000 in total rent over the five years).
NGO donation — EUR 2,000
A one-off donation of EUR 2,000 to a local philanthropic, cultural, sport, scientific, animal-welfare or artistic organisation registered with the Commissioner for Voluntary Organisations, made before the certificate is issued.
On the rental route, the administrative fee, Government contribution, five years of minimum rent and the NGO donation add up to EUR 169,000 (EUR 60,000 + EUR 37,000 + 5 x EUR 14,000 + EUR 2,000). On the purchase route, the same fees, contribution and donation apply alongside the EUR 375,000 property. A residence card fee of EUR 500 per person, covering five years, applies in both cases.
Who Can Apply?
The main applicant must be at least 18 years old and apply through a person or firm authorised by the Residency Malta Agency to act as an agent. In broad terms, you also need to:
- Hold the nationality of a country outside the EU, the EEA and Switzerland.
- Show evidence of capital assets of at least EUR 500,000, of which at least EUR 150,000 must be financial assets — or at least EUR 650,000, of which at least EUR 75,000 must be financial assets.
- Secure a qualifying property in Malta or Gozo, by purchase or by long-term rental, that meets the value and holding-period conditions above.
- Pass the Residency Malta Agency's due-diligence checks, together with every dependant included in the application.
Who Can Be Included as a Dependant?
Under regulation 3 of S.L. 217.26, a "dependant" who can be included in the same application covers:
- The main applicant's spouse or partner in an equivalent relationship, including a civil union, domestic partnership or common-law marriage.
- Children (including adopted children) of the main applicant or spouse who are under 18, and unmarried children aged 18 to 28 (under 29) who are, to the Agency's satisfaction, principally dependent on the main applicant.
- Parents and grandparents of the main applicant or spouse who are not in full-time employment and are principally dependent on the main applicant, and adult children of the main applicant or spouse who are certified as having a disability.
Application Process
- Engage a person or firm authorised by the Residency Malta Agency to act as your agent and prepare the application.
- Submit the application and pay the first EUR 15,000 of the administrative fee within one month.
- Receive the Letter of Approval in Principle, then pay the remaining EUR 45,000 administrative fee and the EUR 37,000 Government contribution within the following two and eight months respectively, and complete the property purchase or rental.
- Make the EUR 2,000 NGO donation and pass the Agency's due-diligence checks for the main applicant and every dependant.
- Receive your residence certificate, which lets you live in Malta indefinitely while you keep meeting the programme's conditions, and your residence card (EUR 500 per person, covering five years).
The Residency Malta Agency does not publish a fixed processing timeframe; contact us for a current estimate.
