Austrian Citizenship for Extraordinary Achievement
Austria has no investment-based citizenship route; conferral is discretionary and reserved for extraordinary achievement in the Republic's interest
This Is Not a Citizenship by Investment Programme
Austria does not offer citizenship in exchange for a financial contribution or investment. Under Section 10(6) of the Staatsbürgerschaftsgesetz (Citizenship Act, StbG), the Federal Government may confirm that conferring citizenship is in the Republic of Austria's special interest because of extraordinary achievements a person has already made and is expected to continue making. The criteria adopted by Austria's Council of Ministers and published by the Federal Ministry of the Interior say so plainly for business cases: "bloße Geldflüsse sind nicht ausreichend" — mere money flows are not enough.
- There is no investment amount, contribution or financial threshold for this route.
- Conferral on this basis requires the Federal Government (Bundesregierung) to confirm that it is in the Republic's special interest; that confirmation is the Federal Government's decision alone.
- Assessment criteria set by the Council of Ministers on 25 February 2014 describe four example fields — science, business, sport and art — and allow other fields of comparable weight; a candidate need not meet every criterion, but must meet them to a substantial degree in the overall assessment.
- No one is naturalised as a mere honour; the achievement must be real, documented and ongoing.

How This Differs From a Citizenship by Investment Programme
Extraordinary Achievement (§10(6) StbG)
Reserved for people who have already made, and are expected to continue making, extraordinary achievements in the Republic's special interest — for example in science, business, sport or art — as confirmed by the Federal Government. The Ministry describes it as facilitated access to citizenship for such people.
Economic Achievement Is About Substance, Not Payment
Where a case rests on economic grounds, the criteria look at ownership or executive influence, jobs created in Austria, real Austrian investment already made, and international standing — a board seat or a transfer of funds alone does not qualify.
Ordinary Naturalisation Stays Separate
Austria's standard citizenship route is based on lawful residence and other statutory conditions rather than investment. Trem Global has not verified the current residence-based requirements against an official source on this page — ask us for the current rules if this route may apply to you.
How the Extraordinary Achievement Route Works
- The route starts from a documented record of extraordinary achievement — for example in science, business, sport or art — not from a payment or an investment offer.
- The achievement must already have been made — and further achievement of the same kind must realistically be expected — in a way that serves the Republic of Austria's special interest.
- The case is assessed against the criteria adopted by the Council of Ministers; they guide the decision rather than serving as a checklist.
- The Federal Government (Bundesregierung) must confirm that conferring citizenship on this basis is justified; without that confirmation, this route does not apply.
- If the Federal Government confirms the special interest, citizenship can be conferred on facilitated terms — but it remains a discretionary decision, not a guaranteed outcome.
The Federal Ministry of the Interior's page on this route publishes the criteria only; it gives no processing time and no investment or contribution amount, and the outcome is discretionary.
