Cayman Islands Residency

Residence certificates for persons of independent means in this British Overseas Territory, from KYD 1,000,000 in local investments to KYD 2,000,000 in developed real estate

What Is Cayman Islands Residence for Persons of Independent Means?

The Cayman Islands, a British Overseas Territory, grants two certificates to persons of independent means under the Caymanian Protection Act (2022 Revision) — the former Immigration (Transition) Act, renamed from 1 May 2026 — issued by Workforce Opportunities and Residency Cayman (WORC): a Residency Certificate for Persons of Independent Means, valid for 25 years, and a Certificate of Permanent Residence for Persons of Independent Means, issued for an initial 10 years on a larger real estate investment. Neither certificate carries the right to work.

This page covers both certificates. On Grand Cayman, the Residency Certificate requires KYD 1,000,000 invested in the Islands, of which at least KYD 500,000 is in developed real estate, together with an annual income of at least KYD 120,000 or at least KYD 400,000 held with a locally licensed bank; lower figures apply to residents of Cayman Brac and Little Cayman. The Certificate of Permanent Residence requires KYD 2,000,000 already invested and fully paid in developed real estate in the Islands and is subject to a quota set by the Cabinet and published in the Gazette.

Neither Certificate Includes the Right to Work

Both the Residency Certificate for Persons of Independent Means and the Certificate of Permanent Residence for Persons of Independent Means are issued without the right to work. A Certificate of Permanent Residence holder, or a spouse or civil partner holding a dependant's certificate under it, may apply to the Caymanian Status and Permanent Residency Board or the Director of WORC to vary the certificate to allow work for any employer, but only in the occupation or occupations the Board or Director specifies.

Two Certificates for Persons of Independent Means

Residency Certificate for Persons of Independent Means — KYD 1,000,000

A certificate valid for 25 years and renewable at the discretion of the Director of WORC, without the right to work, for an applicant aged 18 or over who has no serious criminal conviction, is in good health with adequate health insurance, and on Grand Cayman has invested KYD 1,000,000 in the Islands (at least KYD 500,000 of it in developed real estate), with an annual income of at least KYD 120,000 or at least KYD 400,000 held with a locally licensed bank. On Cayman Brac and Little Cayman the figures are KYD 500,000 (at least KYD 250,000 in developed real estate there) and KYD 75,000 of annual income or the same KYD 400,000 deposit.

Certificate of Permanent Residence for Persons of Independent Means — KYD 2,000,000

A certificate issued for an initial 10 years, without the right to work, for an applicant who, at the time of applying, has invested KYD 2,000,000 in developed real estate in the Islands, paid up and free of any outstanding financing, has the required financial resources, and has a clean criminal record. In the final year the holder may apply for it to be renewed indefinitely, at the discretion of the Caymanian Status and Permanent Residency Board or the Director of WORC. The Cabinet sets and gazettes a quota restricting the number of certificates granted.

The Residency Certificate for Persons of Independent Means is the lower-amount route on Grand Cayman and is open to any applicant who meets its conditions; the lower Cayman Brac and Little Cayman figures apply only to residents of those islands. Who Can Apply?

To apply for a Cayman Islands certificate for persons of independent means, you must:

  • Meet your certificate's financial requirement: for the Residency Certificate on Grand Cayman, KYD 1,000,000 invested in the Islands (at least KYD 500,000 in developed real estate) plus an annual income of at least KYD 120,000 or at least KYD 400,000 held with a locally licensed bank; for the Certificate of Permanent Residence, KYD 2,000,000 invested and fully paid in developed real estate.
  • Have no serious criminal conviction (Residency Certificate) or a clean criminal record (Certificate of Permanent Residence), and be in good health with adequate health insurance.
  • Apply to the Director of Workforce Opportunities and Residency Cayman (WORC); for the Residency Certificate, you must have attained the age of 18.
  • Note that the Certificate of Permanent Residence is subject to a quota set by the Cabinet and published in the Gazette, which may restrict the number of certificates granted.

Who Can Be Included?

On family inclusion:

  • The spouse or civil partner and any dependants listed on your application and approved by the Director of WORC are granted their own certificate — a Residency Holders (Dependant's) Certificate or a Certificate of Permanent Residence for Dependants of Persons of Independent Means.
  • A dependent child's right to reside as a dependant ends at age 18, unless your certificate is varied because the child is in full-time tertiary education, or the Director of WORC accepts special circumstances.
  • Each approved dependant adds a KYD 3,000 issue fee and a KYD 3,000 annual dependant fee.

Fees

Government fees for each certificate:

  • Residency Certificate for Persons of Independent Means: a KYD 500 application fee, a KYD 50,000 issue fee if approved, KYD 3,000 for each dependant included plus KYD 3,000 per dependant each year, and a KYD 500 fee for filing the annual declaration.
  • Certificate of Permanent Residence for Persons of Independent Means: a KYD 500 application fee, a KYD 200,000 issue fee, KYD 3,000 for each dependant included plus KYD 3,000 per dependant each year, and a KYD 500 fee for filing the annual declaration.

Application Process

  1. Choose your certificate: the Residency Certificate for Persons of Independent Means (25 years, KYD 1,000,000 invested on Grand Cayman) or the Certificate of Permanent Residence for Persons of Independent Means (initial 10 years, subject to quota, KYD 2,000,000 in developed real estate).
  2. Gather your supporting documents — a cover letter, a police clearance certificate less than 6 months old, a medical declaration, proof of adequate health insurance, three personal references, and evidence of your investment and, for the Residency Certificate, your income or local bank balance.
  3. Submit your application to the Director of WORC and pay the non-refundable KYD 500 application fee.
  4. Receive your certificate and pay the issue fee — KYD 50,000 for the Residency Certificate or KYD 200,000 for the Certificate of Permanent Residence — plus KYD 3,000 for each dependant included.
  5. Maintain your certificate's conditions, including your investment and adequate health insurance, and file an annual declaration with the KYD 500 filing fee; the Residency Certificate is renewable at the Director of WORC's discretion after 25 years, and the Certificate of Permanent Residence can be renewed indefinitely on an application made in its final year.

Frequently Asked Questions

On Grand Cayman, the Residency Certificate for Persons of Independent Means requires KYD 1,000,000 invested in the Islands (at least KYD 500,000 in developed real estate) plus an annual income of at least KYD 120,000 or at least KYD 400,000 held with a locally licensed bank, a KYD 500 application fee and a KYD 50,000 issue fee. The Certificate of Permanent Residence requires KYD 2,000,000 in developed real estate, the same KYD 500 application fee and a KYD 200,000 issue fee. Both add KYD 3,000 for each dependant included, KYD 3,000 per dependant each year and a KYD 500 annual declaration fee.

Yes. Your spouse or civil partner and any dependants listed on your application and approved by the Director of WORC are granted their own certificate. A dependent child's status ends at 18 unless the child is in full-time tertiary education or the Director accepts special circumstances.

Trem Global has not found a published processing time for either certificate on an official source — contact us for a current estimate.

Yes, in part. Holders of the Residency Certificate must confirm in their annual declaration that they were physically present in the Cayman Islands for at least 30 days in aggregate in the previous calendar year. Holders of the Certificate of Permanent Residence must confirm that they have not been ordinarily resident outside the Islands continuously for one year or more since the certificate was issued.

The Certificate of Permanent Residence requires KYD 2,000,000 invested in developed real estate in the Islands, counted at its paid-up amount free of any outstanding financing at the time of applying. For the Residency Certificate on Grand Cayman, at least KYD 500,000 of the KYD 1,000,000 investment must be in developed real estate there (at least KYD 250,000 of KYD 500,000 on Cayman Brac and Little Cayman); the rest may be other local investments.

Not directly. A Certificate of Permanent Residence for Persons of Independent Means that has been renewed indefinitely, and held in that form for at least one year, allows the holder to apply for naturalisation or registration as a British Overseas Territories citizen; being Caymanian is a separate status granted by application. Trem Global has not found a published citizenship path for the Residency Certificate — contact us for guidance specific to your situation.

No. Both certificates are issued without the right to work. The holder of a Certificate of Permanent Residence, or their spouse or civil partner, may apply to the Caymanian Status and Permanent Residency Board or the Director of WORC to vary the certificate to allow work for any employer, but only in the particular occupation the Board or Director specifies.
