Ireland Investor Programme Closed

No new Immigrant Investor Programme applications have been accepted since 15 February 2023

Closed

The Programme Has Closed

Ireland's Immigrant Investor Programme (IIP) — an investor residence route that ran from 2012 — closed to new applications from 15 February 2023. Immigration Service Delivery (ISD), part of the Department of Justice, Home Affairs and Migration, manages the orderly wind-down of the Programme and does not accept any further applications.

  • New IIP applications are no longer accepted.
  • The closure does not affect existing projects or individuals already approved under the Programme.
  • Applications already on hand when the Programme closed continue to be processed; ISD has said this will take a number of years given the volume on hand.

If You Already Hold IIP Permission or Have a Pending Application

ISD's published guidance sets out how existing files and permissions are handled:

  • If you already hold immigration permission under the IIP (granted, with qualifying family members, under Stamp 4 conditions), it remains valid and can be renewed in the normal manner, provided you continue to meet the Programme's requirements — including keeping the designated investment in place for the specified period, not becoming a financial burden on the State and not being convicted of a criminal offence.
  • Approved investment projects may proceed on the business plan and funding already approved; ISD continues to monitor projects for delivery and compliance.
  • Applications submitted before the closure are prioritised for processing. ISD has said it can take a number of years to decide all remaining categories, and it will contact applicants or their agents directly if more information is needed.

These arrangements are set and updated by Immigration Service Delivery. If you have an IIP file open, check its status with ISD or your agent directly rather than relying on this summary.

What Remains Open in Ireland

Start-up Entrepreneur Programme (STEP)

For entrepreneurs with an innovative business proposal who will establish and run that business in Ireland on a full-time basis. ISD's published guidance (checked 25 September 2026) requires EUR 50,000 in funding and an application fee of EUR 350; proposals are assessed by an independent evaluation committee, and ISD states no further applications from Russian or Belarusian citizens are accepted.

Other Irish Immigration Permissions

Ireland continues to operate a range of employment and business immigration permissions outside the IIP. Which route fits depends on your circumstances; Trem Global can advise on the options administered by Immigration Service Delivery and the Department of Enterprise, Tourism and Employment.

Conditions for the Start-up Entrepreneur Programme are set by Immigration Service Delivery and reviewed periodically; we confirm the current requirements before any application.
