Serbia Residence by Investment

Temporary residence in Serbia through the Investor basis: proof of invested company assets plus at least EUR 50,000 in a Serbian bank account — a financial-means test, not an investment minimum

What Is Serbia's Investor Residence Basis?

Serbia's Law on Foreigners lets foreign citizens apply for temporary residence on several bases through the Government's Welcome to Serbia portal, including Investor, Start-up, Talent and Property owner. Each basis is filed on the same universal request form and grants a permit for up to three years.

Under the Investor basis, an applicant needs a certificate or proof of invested tangible and intangible assets in a company registered in Serbia, together with a separate certificate or proof of holding funds in a Serbian bank account of at least EUR 50,000 (or the equivalent value in dinars or another currency). Permanent residence becomes available after three continuous years of temporary residence.

A Bank-Balance Requirement, Not an Investment Amount

The EUR 50,000 figure on this page is the minimum balance the Welcome to Serbia portal requires an Investor-basis applicant to hold in a Serbian bank account, shown alongside separate proof of already-invested company assets (for which no minimum value is published). Trem Global presents it as a financial-means requirement, not a minimum investment sum.

Investor Basis Requirements

EUR 50,000

To apply for temporary residence on the Investor basis, you need:

  • A certificate or proof of invested tangible and intangible assets in a company registered in the Republic of Serbia.
  • A certificate or proof of holding funds in a bank account registered in Serbia of at least EUR 50,000, or the equivalent value in dinars or another currency.
  • A passport valid for at least three months longer than the period for which you request temporary residence.
  • Filing on the single Portal for Foreign Citizens, or, where the law allows, in person to the competent police department for foreign citizens.

Other Residence Bases

The Investor basis is one of several temporary-residence bases on the Welcome to Serbia portal; the others carry no comparable bank-balance or investment figure and are not described in detail on this page:

  • Property owner — temporary residence based on proof of real estate ownership in Serbia; the portal states no minimum property value for this basis.
  • Start-up and Talent — separate bases for founders and skilled individuals, each with its own documentation requirements.

Family Members

A permit holder's spouse or extramarital partner, and other close relatives, may separately apply for temporary residence on the family-reunification basis, linked to a family member who already holds an approved temporary or permanent residence permit in Serbia.

Application Process

  1. Gather your certificate of invested company assets and a bank certificate showing at least EUR 50,000 held in a Serbian account, together with your passport and photograph.
  2. If you need a long-stay visa to enter Serbia, apply for a visa D on the Investor basis before travelling, online or at the competent diplomatic-consular mission of the Republic of Serbia; the Investor basis covers both the visa D and the temporary residence request.
  3. File the request for the approval of temporary residence on the Investor basis, electronically through the Portal for Foreign Citizens, or, where the law allows, in person to the competent authority.
  4. Attend the scheduled appointment at your local police department/office for foreign citizens to provide biometric data.
  5. Receive your temporary residence permit, valid for up to three years; after three continuous years of temporary residence you may apply for permanent residence.

A temporary residence permit under the Investor basis is issued for up to three years. You can request an extension no earlier than three months, and no later than the expiry date, of your current permit.

Yes. Family members may apply for their own temporary residence permit on the family-reunification basis, linked to a permit holder in Serbia.

After three continuous years of temporary residence you may apply for permanent residence. A foreign citizen granted permanent residence may in turn apply for Serbian citizenship, under Serbia's separate citizenship rules.
