USA Gold Card
A $1,000,000 route to a U.S. green card, alongside the EB-5 investor visa that has run since 1990
What Are the USA Gold Card and EB-5?
The United States offers two separate routes to permanent residence through investment: the USA Gold Card, a contribution-based programme launched in 2025, and EB-5, the employment-based investor visa that has existed since 1990. They are not versions of the same programme — different legal basis, different requirements, different track record.
The Gold Card is a direct financial contribution to the U.S. government that makes the applicant eligible for an EB-1 or EB-2 based green card, created by Executive Order 14351. EB-5 is a Congressionally authorised investor visa category requiring a job-creating investment in a U.S. business, first granting conditional permanent residence and then, once the investment and jobs are confirmed, full permanent residence.

USA Gold Card
Announced by the Trump administration and formalised by Executive Order 14351 of 19 September 2025, the Gold Card lets an individual obtain a green card in exchange for a direct contribution to the federal government, without an EB-5-style job creation requirement. Applications opened on 18 December 2025 through the official portal, trumpcard.gov.
Cost
- $15,000 non-refundable processing fee to the Department of Homeland Security, paid per applicant when the application is submitted.
- $1,000,000 gift to the U.S. government, payable once DHS vetting is approved (individual applicant).
- Corporate Gold Card: $2,000,000 gift per sponsored employee, plus a 1% annual maintenance fee and a 5% transfer fee if the card is reassigned.
What It Grants
An approved applicant becomes eligible for an EB-1 or EB-2 immigrant visa and, after completing the standard Department of State visa steps, obtains lawful permanent resident status usable in all 50 states and territories. It is a route into an existing green card category, not a new visa classification.
Who Can Apply?
- Otherwise eligible for and admissible to the United States for lawful permanent resident status.
- Able to pass the Department of Homeland Security vetting and background check, with no conviction for a crime involving moral turpitude.
- Subject to normal visa availability; nationals of some countries may face waiting periods of up to about a year before a visa is issued.
Gold Card Application Process
- Submit the online application and pay the $15,000 processing fee at trumpcard.gov.
- Receive instructions from USCIS to file Form I-140G with supporting documents, including 20 years of employment and education history and a full list of financial accounts.
- DHS carries out the vetting and background investigation.
- Once vetting is approved, pay the $1,000,000 gift (or $2,000,000 per employee for the corporate card).
- Complete the Department of State visa steps, including the medical exam and the visa interview.
- Receive lawful permanent resident status under the EB-1 or EB-2 category.
The programme is new and its track record is still thin: as of May 2026 the Department of Homeland Security reported 338 applications and 165 processing-fee payments, with only one applicant approved by April 2026. Processing times and outcomes are not yet predictable.
EB-5 Immigrant Investor Program
EB-5 has run since 1990 and remains the established U.S. investor visa route. Current amounts and rules follow the EB-5 Reform and Integrity Act of 2022, which reauthorised the regional center track through 30 September 2027.
Minimum Investment
- $800,000 for a new commercial enterprise principally doing business in a Targeted Employment Area (rural, or high-unemployment) or a qualifying infrastructure project.
- $1,050,000 for a new commercial enterprise outside a Targeted Employment Area.
Job Creation
The investment must create or preserve at least 10 full-time positions for qualifying U.S. workers, excluding the investor and their immediate family, within the required period.
Conditional Residence
Approval first grants conditional permanent residence valid for two years. Within the 90 days before it expires, the investor must file Form I-829 with evidence that the full investment was made and the jobs were created or maintained, in order to have the conditions removed and receive a permanent green card.
Eligibility
- Invest lawfully sourced capital in a new commercial enterprise established after 29 November 1990, or in the substantial restructuring or expansion of an existing business.
- The capital must be genuinely at risk, with no guaranteed return of principal to the investor.
- The investment must meet the applicable minimum amount and the job creation requirement within the required period.
EB-5 Application Process
- Choose between a direct investment in a new commercial enterprise or an investment through a USCIS-approved regional center project.
- File Form I-526 (direct investment) or Form I-526E (regional center investment) with USCIS.
- Once the petition is approved, complete consular processing or, if already in the United States, adjustment of status.
- Receive conditional permanent residence, valid for two years.
- File Form I-829 within the 90 days before the conditional card expires to remove the conditions and obtain a permanent green card.
Investment amounts are scheduled to increase for inflation on 1 January 2027 and every five years afterward under the EB-5 Reform and Integrity Act. Figures on this page reflect petitions filed on or after 15 March 2022.

| Job creation required | None | At least 10 full-time jobs |
| Immigration status granted | EB-1/EB-2 based lawful permanent residence | Conditional permanent residence for 2 years, then full green card |
| Legal basis | Executive Order 14351 (2025) | EB-5 Reform and Integrity Act (2022) |
| Track record | Newly launched; very few approvals so far | Established since 1990; regional center track runs through 30 September 2027 |
Which Route Fits You?
The Gold Card suits applicants who can make a one-time contribution and prefer not to manage a job-creating business investment. EB-5 suits investors willing to place capital at risk in a qualifying project and accept a conditional residence period while the investment and jobs are confirmed. The right route depends on your circumstances and is worth reviewing case by case.
