Nauru Citizenship by Investment
A Pacific passport through the Naoero Economic and Climate Resilience Citizenship Program — USD 90,000, limited-time offer until 31 December 2026
What Is Nauru Citizenship by Investment?
Nauru's citizenship by investment program is officially named the Naoero Economic and Climate Resilience Citizenship Program — "Naoero" is Nauru's own name for the Republic. It is administered by the Naoero Program Office on behalf of the Government of the Republic of Nauru; the Program Office states that it was established through the Naoero Economic and Climate Resilience Citizenship Act 2024.
Eligible Principal Applicants and their dependants obtain Nauru citizenship — and a passport — by making a non-refundable contribution to the Naoero Treasury Fund through a Program Office-licensed Agent; applications cannot be submitted directly to the Program Office. The Program Office says contributions pay for national projects aimed at economic growth and climate resilience, such as infrastructure and economic diversification.
Limited-time offer — ends 31 December 2026
The Naoero Program Office's brochure gives the standard Principal Applicant contribution as USD 115,000. To mark the program's first anniversary, the Government of the Republic of Nauru has launched a limited-time offer: from 3 February 2026, a USD 25,000 discount applies to the contribution for all current and new applications filed before 31 December 2026, bringing it to USD 90,000 — the figure shown below. The Program Office has not announced whether the offer will be extended beyond that date; confirm the exact cut-off with your Agent.

One Contribution Route
Naoero Treasury Fund Contribution — USD 90,000 (limited-time offer)
A non-refundable contribution to the Naoero Treasury Fund: USD 90,000 for a Principal Applicant alone. Each additional dependant aged 16 or over adds USD 2,000 to the contribution, and each sibling of the Principal Applicant or their spouse adds a further USD 15,000. The Program Office's fee table does not list a separate contribution addition for dependants under 16.
The contribution figure does not include the application, due diligence, bank due diligence or passport fees, which are charged separately per person — see Fees below.
Who Can Apply?
To qualify as a Principal Applicant, you generally need to:
- Be at least 18 years old and apply through a Program Office-licensed Agent — direct applications to the Naoero Program Office are not accepted.
- Be of good character and pass background screening by an approved due diligence firm. The Program Office will not approve an applicant who has been convicted of, or is currently charged with or under investigation for, an offence punishable by 12 months' imprisonment or more; has been charged or indicted by the International Criminal Court; is listed by Interpol, Europol or another international crime agency; has been convicted of a sexual offence involving a child; has been involved in, charged with or investigated for terrorism, terrorist or proliferation financing, money laundering, crimes against humanity or war crimes; is designated for UN Security Council targeted financial sanctions, or is a shareholder or beneficial owner of an entity that is; is a citizen of a country listed as high-risk in a UN Security Council resolution; or is considered a threat to Nauru's national security, public interest or public health.
- Make the required Naoero Treasury Fund contribution, plus the application, due diligence, bank due diligence and passport fees.
- Attend a mandatory interview as the Principal Applicant, in person or virtually; dependants aged 16 or over may also be required to attend, if deemed necessary.
Who Can Be Included as a Dependant?
The program allows a Principal Applicant to include the following family members in the same application, for additional fees:
- Their spouse.
- Dependent children. The Program Office has not published specific age brackets for children; each dependant aged 16 or over adds USD 2,000 to the contribution and USD 3,000 to the due diligence fee, and a USD 2,000 application fee applies per eligible dependant regardless of age. Trem Global has not yet confirmed the exact age conditions against an official source.
- Parents. The Program Office does not publish age or other conditions for parents; it refers applicants to their Agent for dependant eligibility.
- Siblings of the Principal Applicant or their spouse, for a separate USD 15,000 contribution addition. The Program Office does not publish age or other conditions for siblings; it refers applicants to their Agent for dependant eligibility.
Application, Due Diligence and Other Fees
Beyond the Naoero Treasury Fund contribution, the following fees apply:
- Application fee: USD 5,000 for the Principal Applicant, USD 2,000 per eligible dependant.
- Due diligence fee: USD 6,000 for the Principal Applicant, USD 3,000 per additional dependant aged 16 or over, USD 3,000 for a benefactor if the application is sponsored.
- Bank due diligence fee and transaction charge: USD 1,200 for a Principal Applicant alone, USD 1,700 with up to three dependants, USD 2,200 with four or more dependants, USD 1,000 for a benefactor.
- Passport fee: USD 500 per passport.
Application Process
- Choose a Program Office-licensed Agent — applications cannot be submitted directly to the Naoero Program Office.
- Your Agent helps prepare the required documents, including a Police Clearance Certificate for every country you have lived in for more than six months in the last ten years, and submits your application.
- Comprehensive due diligence checks are carried out, and the Principal Applicant attends a mandatory interview; a dependant aged 16 or over may also be asked to attend, if deemed necessary.
- On approval in principle, you receive a Letter of Approval in Principle through your Agent and then pay the Naoero Treasury Fund contribution and passport fee.
- Take the Oath of Allegiance — in person, or where permitted by audio-visual link or before a notary public — and receive your certificate of citizenship and passport.
The Naoero Program Office states a typical processing time of three to four months from submission to citizenship approval, and that the due diligence review itself typically takes one to two months. Source: ecrcp.gov.nr, Contribution, How to Apply and FAQ pages, fetched 24 September 2026.
